H-1B reform proposals would give priority to guest workers educated in the U.S. Industry giants like Facebook and Google have lobbied to increase the number of new H-1B visas. Other frustrated companies have moved parts of their operation to Canada and India, where they can employ foreign workers with fewer restrictions.
