Looking to redevelop a struggling neighborhood with potential, the city of Oakland took the ‘pop-up’ store model and amplified it.  Five stores all popped up simultaneously on the same block, and were given 6 months free rent.  The new model is drawing attention from across the country.  This story aired on Marketplace in April 2012.
